Information Security Officer / IT Manager

 

The Information security office is responsible for coordinating the performance of internal IT support, Application Services, and IT Operations and their related systems and processes; maintaining a global understanding of the architecture, systems, and tools used to support the business; general IT and bank project management; maintains strong management oversight of third party services (i.e., Vendor Management), and supports components of the Banks information security program including physical security.

 

This role provides administrative direction and support for daily operational activities of the IT Department.

Moreover, all essential duties must be performed in compliance with regulatory requirements as well as Bank policies and procedures.

Responsibilities

  • Drive or Maintain overall responsibility to provide for the continuance of the daily operation of the Bank regarding application management, Helpdesk services, network services, connectivity, security, change management, and customized computer equipment

  • Actively oversee vendor management of IT-related vendors, inclusive of managed services and pricing/contract monitoring and project management & progress, addressing all issues and concerns directly with the vendor in accordance with the Banks Vendor Management and Project Management Programs

  • Function as a member of the Senior Leadership Team and/or chair the Information Technology Steering Committee, providing applicable reports and presentations on the current and future state of IT

  • Ensure effective organization infrastructure for the information technology activities by selecting and implementing management systems, programming tools and system products, written guidelines, organization standards and functions, and workplace methods and procedures that are standards of best practices in the banking industry and supportive attainment of organizational goals

  • Create and maintain IT policies, procedures, and risk assessments pertinent to technology; partner with ISO in the development and maintenance of IS policies, procedures and risk assessments

  • Evaluate, analyze and assess software products to include documentation for compatibility, capability and applicability in the banks environment using bank efficiency strategies

  • Monitor, maintain and backup software applications and databases where required

  • Design and/or coordinate user acceptance testing for conversion and system upgrades

  • Assess, communicate, and manage risks associated with IT investments and activities

  • Maintain effective communications with all operating departments to assure present and future business needs are met in a timely manner

  • Prepare annual budget for department and establish controls to stay within the budget

  • Monitor and ensure the security of corporate data, internal systems, and 3rd party vendor connections in collaboration with the Information Security Team

  • Define and/or Execute enterprise operational data strategy within the Banks customer and business systems applications

  • Monitor bank industry trends and technology; consult with department managers to determine customer needs and implement cost effective changes to products, policies, and processing for improved service capabilities

  • Keep abreast of current and new legislation and regulatory changes to ensure compliance as well as IT security

  • Evaluate and recommend new products and services as well as sources of computer systems, communication systems, hardware, software or services to meet the needs of the Bank

  • Serve as the Team Leader of the Information Technology Team for the Bank's Disaster Recovery and Incident Response Plans

  • Cross train in additional functions of the department

  • Meet response and resolution times as defined in service level agreements and/or service requests, and follow established processes to meet service level commitments

  • Use appropriate Project Management methodologies identify, execute, track, and implement tasks related to the IT portion of system conversions and enhancements

  • Develop and implement effective processes to identify, escalate, report, track and remediate risk related issues

  • Complete all required regulatory training as assigned within deadlines established including BSA, Bank Security and any other training as assigned, within required timeframes and on an annual basis

  • Other duties and/or projects as assigned by supervisor

Requirements

  • Bachelor’s degree in Computer Science, Computer Information Systems, Management Information Systems, Cybersecurity or related field

  • Minimum5 years of technology related experience, at a financial institution, with increasing levels of responsibility, managing IT Vendors and MSPS and technical staff

  • Minimum 10 years of IT Industry experience

  • Awareness of operational responsibility for Regulatory and Audit issues: Regulatory, privacy, and security concerns

  • Appropriate banking laws, regulations, internal policies, and procedures

  • Proven ability to perform in a senior level leadership role

  • Ability to effectively comprehend and interpret technical writing, specifications, and Bank policies and procedures in the work environment

  • Prior background in supporting outsourced core banking and related systems

  • Prior background and/or experience in the advancement of technology, as it relates to the technology infrastructure, network administration, and PC help desk areas

  • Ability to resolve end-user problems relating to connectivity, e-mail, internet, etc. in a timely manner

  • Ability to work independently and collaborate effectively as a team member

  • Ability to work under pressure, prioritize and meet deadlines

  • Ability to manage and develop personnel resources

  • Ability to disseminate information and guidelines clearly to employees and check for understanding

  • Exhibit high degree of professionalism in handling and having access to sensitive information, and protect and maintain that confidential information

  • Professional in appearance, and in verbal and written communication

  • Strong understanding of information security controls, protocols, regulatory guidance and industry standards

  • Strong understanding of core banking and enterprise systems applications, architecture, and system interfaces

  • Ability to exercise good judgment in making decisions

  • Excellent interpersonal skills to communicate effectively with a wide range of employees and customers

  • Ability to complete tasks within prescribed time frames

  • Must be willing to be assigned on-site in San Gabriel, CA.
